Introduction

“Red tape” refers to bureaucratic procedures or regulations that are seen as overly complex, time-consuming, or burdensome. It is a metaphorical term derived from the practice of using red tape to bind official documents, symbolizing the tedious and restrictive nature of bureaucratic processes.

The term “red tape” has its origins in the 16th century, when government documents in England were bound with red cloth ribbons for identification and authentication. Over time, the term evolved to symbolize bureaucratic inefficiency and obstruction. Today, it is used to describe any bureaucratic hurdles or administrative delays encountered in dealing with government agencies or institutions.^[1]

Red tape can appear in various forms, including excessive paperwork, redundant regulations, and lengthy approval processes, which can slow down decision-making, increase costs, and create barriers to innovation and productivity. Efforts to reduce red tape typically involve simplifying procedures and regulations, in addition to improving administrative processes to make them more efficient and user-friendly.

Conservative Perspective

There are three major considerations when it comes to the conservative view on red tape: small government, economic freedom, efficiency and government accountability.

Advocating for Small Government

Conservatives advocate for minimizing government regulation and interference in economic and social activities. Conservatives believe that cutting red tape is essential, arguing that when it becomes excessive it hinders innovation, stifles entrepreneurship, and imposes unnecessary costs on businesses and taxpayers. For example, during President Donald Trump’s term, a lot of environmental regulations were rolled back, because they created burdensome requirements (such as acquiring additional permits) for companies operating in the energy sector.^[2]

Promotion of Economic Freedom

Conservatives prioritize economic freedom and free-market principles, believing that excessive regulation and bureaucracy hinders economic growth and prosperity. Conservatives argue that reducing red tape allows businesses to reduce costs, therefore creating more jobs and stimulate economic activity through investments.

Moreover, conservatives express particular concern about the impact of red tape on small businesses, which may lack the resources to navigate complex regulatory requirements. That’s why conservatives advocate for policies that reduce regulatory weight on small businesses, enabling them to thrive and contribute to economic growth.^[3]

Efficiency and Accountability in the Government

Conservatives assert the need for government agencies to operate efficiently and to be accountable to taxpayers. The argument is that reducing red tape through simplifying regulations and administrative procedures not only improves government effectiveness and responsiveness, but also enhances public services, and allows resources to be allocated more efficiently. For instance, in the United States, there have been numerous conservative efforts to simplify bureaucratic healthcare processes within government programs, such as delegating decisions to state governments.^[4]
