Technological change is the process by which new tools, methods, and machines are invented, adopted, and spread through an economy, displacing the arrangements that came before. Conservatives hold two positions on it at once, and the pair is coherent rather than confused. The market’s capacity to invent is one of the strongest arguments against central planning, because no planner could have specified the shipping container, the transistor, or the mRNA platform in advance. At the same time, a technology that dissolves a trade, a town, or a family in the space of a decade is doing damage that no productivity statistic records.

The conservative question about any new machine is therefore not whether it raises output. It is what the machine costs in the currency conservatives care about: settled work, transmitted skill, local attachment, and the authority of parents over what their children see.

Mechanised spinning arrived in Lancashire within a single generation. James Hargreaves built the spinning jenny around 1764, Richard Arkwright patented the water frame in 1769, and Edmund Cartwright the power loom in 1785. Output per worker rose by an order of magnitude. Household spinning, which had given cottage families a supplementary income under their own roof and their own hours, collapsed.

Between 1811 and 1816 framework knitters in Nottinghamshire, croppers in the West Riding of Yorkshire, and handloom weavers in Lancashire broke machinery in organised night raids under the name of the fictional Ned Ludd. Parliament answered with the Frame Breaking Act of 1812, which made machine-breaking a capital offence; Lord Byron opposed it in his maiden speech in the Lords that February. The Luddites were skilled men with a guild tradition and a customary wage, and their objection was to the use of machines to break agreed rates and to employ unapprenticed labour. They were defeated, and the cloth was cheaper afterwards.1

The theoretical account came later. Schumpeter, writing in 1942, argued that capitalism is by nature a process of incessant internal revolution, and that competition over price matters far less than competition from the new commodity and the new technology, which strikes at the foundations of existing firms rather than at their margins.2 Robert Solow’s 1957 growth accounting put numbers to it: most of the increase in output per worker-hour in the United States between 1909 and 1949 came from technical change rather than from adding capital.

The Conservative Position

The first plank is epistemic, and it belongs to Hayek. Knowledge of how to do things is dispersed among millions of people, held in fragments, and much of it cannot be written down. A committee cannot assemble it, which is why invention is a discovery procedure and not an administrative output. Thomas Sowell extended the argument in 1980: institutions differ in how cheaply they transmit knowledge and how honestly they feed back the consequences of error, and prices beat directives on both counts.3 This is the conservative case for leaving inventors alone.

The second plank limits the first. Burke distinguished reform, which conserves by mending, from innovation, which discards. A society that treats every inherited practice as an obstacle to efficiency will find it has spent capital it cannot rebuild: apprenticeship, craft standards, the expectation that a young man in a particular town can support a family doing what his father did. Aggregate gains are real, and they are also distributed unevenly across regions and across decades. The steelworker in Hamilton or Sheffield does not receive his share of the consumer surplus in a form he can eat.

The third plank concerns authority over the household. Conservatives resisted the argument that the smartphone and the algorithmic feed are neutral instruments whose effects on adolescents are a matter of private choice. The claim advanced by Jonathan Haidt and others, that the rewiring of childhood after 2010 tracks a measurable deterioration in adolescent mental health, is contested in its causal detail, but the conservative response does not depend on settling it.4 Parents held the presumptive right to govern what enters their children’s imaginations long before any platform existed.

The fourth plank is about power. Conservatives who defend free markets have no obligation to defend the specific firms that dominate them. Concentration of the means of communication in a handful of companies, each with a content policy and a political culture, is a question of ordered liberty rather than of engineering.

Differing Positions

The technologist’s reply is that the ledger has been settled for two centuries. Life expectancy, child mortality, literacy, and real wages all moved decisively in the right direction after industrialisation, and every generation of critics has predicted permanent displacement that did not arrive. The lump-of-labour assumption, that there is a fixed quantity of work to be done, has failed every time it has been tested. On this view the conservative caution about machines is nostalgia wearing a moral costume.

The left’s reply targets the distribution rather than the pace. If technical change concentrates returns in the owners of capital and a thin layer of high-skill labour, the remedy is redistribution, sectoral bargaining, and public investment in retraining, not slower invention. The Luddites lost, on this account, because they lacked political power, not because their grievance was mistaken.

A third position, argued by Neil Postman in 1992, holds5 that both sides underrate the cultural stakes: a technology is not an addition to a culture but a change in the whole ecology, altering what counts as knowledge and what counts as a person, and no cost-benefit accounting can capture that.
